This year’s CND will be preceded by a session to review progress on the implementation of international commitments

Warming up for the next drug policy milestone / Mid-term Review and CND67

As every year in March, representatives of the United Nations, international organizations, academia and civil society will gather in Vienna for the United Nations Commission on Narcotic Drugs (CND67). This session will take place from 18 to 22 March. 2024 is also a stop on the road to drug policy formulation and monitoring, as the Mid-Term Review will take place on 14-15 March.

Next step – the Mid-Term Review

This is a milestone set out in the 2019 Ministerial Declaration, which established that, between this declaration and the meeting scheduled in 2029, a session would be held to assess the progress made in the implementation of international drug commitments. The aim of this session is to adopt a consensus document to be presented at the beginning of the session, with high-level representation from national authorities and international organizations. As a central element in the elaboration of this document, the state of play of 11 specific challenges that were already identified in the 2019 Ministerial Declaration have been analyzed. These have been assessed separately in thematic sessions of the CND and in open consultations of UN and NGO platforms.

One of the 11 challenges identified is the increase in drug-related deaths due to lack of treatment and health services. As this is an issue that directly affects Dianova’s work, the organization participated in a series of consultations prior to the Ministerial Review.  Dianova participated directly through the following written contribution that appears in the documentation of the session (read contribution in: EN ES FR), and jointly through participation in the general online consultation organized by the Vienna NGO Committee on Drugs (VNGOC), complemented by the European regional consultation that resulted in the Global Civil Society Report .


The annual CND session, will follow the standard one-week format, where there will be a formal segment, a full programme of side events and meetings of interest to civil society, such as informal dialogues with representatives of UNODC, CND and other UN agencies and the VNGOC General Assembly among others.
